If I leave the machine for a while and the exit the shell it boots, but
with no swap.

I have not discovered anything useful that I can do while in the
busybox shell.

I have dited /etc/initramfs-tools/conf.d/resume to read RESUME=none as
suggested in
https://www.reddit.com/r/Ubuntu/comments/a0whdw/failed_to_connect_to_lvmetad_bug_still_exists/

cat /etc/crypttab
sda2_crypt UUID=91558a55-9299-492f-b3b7-324fa7d07396 none luks,swap,discard
sda3_crypt UUID=04bbb9dd-9c3f-48c9-ad65-617c4030cd8a none luks,discard

cat /etc/fstab
# /etc/fstab: static file system information.
#
# Use 'blkid' to print the universally unique identifier for a
# device; this may be used with UUID= as a more robust way to name devices
# that works even if disks are added and removed. See fstab(5).
