This patch should fix this: if $OPTIONS are set in
/etc/default/powernowd, the init script does not use the ondemand
governor instead of starting powernowd.

Additionally, it activates the "ignore_nice_load" setting, which is the
as powernowd does - unless you use the "-n" option, which would include
the nice load.
