Rejecting this upload because it does not appear to meet current Ubuntu SRU policy and I haven't been given any argument to the contrary.
Specifically I presume you are aiming for "https://wiki.ubuntu.com/StableReleaseUpdates#Other_safe_cases" under "For Long Term Support releases we sometimes want to introduce new features", but this isn't targeted for an LTS release, and in any case I don't see how a beta upstream release can be considered to "have a minimal regression potential, and have been tested properly".
