I had this issue and what I did to solve it was:

Deleted relevant files in /etc/apparmor.d/libvirt, e.g.:

1. sudo rm /etc/apparmor.d/libvirt/libvirt-<vm_id>
2. sudo rm /etc/apparmor.d/libvirt/libvirt-<vm_id>.files
3. Restart machine

And then it worked
