This problem can be fixed in Thinkpads by doing the following. I am using an IBM T40 with Gusty by the way.
1. In the file '/etc/modprobe.d/thinkpad_acpi.modprobe' change 'options thinkpad_acpi hotkey=enable,0xffff8f experimental=1' to 'options thinkpad_acpi hotkey=enable,0xffff experimental=1 fan_control=1' 2.
