The switch from the init.d radosgw script to actual systemd units was
intentional and was part of a tech debt payoff to support the
implementation of RGW mirroring, which requires that all daemons have
specific keys.

I think there may be an NRPE check that needs to be updates to support
the switch to named systemd units (as I note in the original bug report
that that units all showed healthy status from juju itself).
