Odd, I have not seen such a case yet.
All I found was a very old bug 577834 which also didn't end in a clear 
indication what the problem was.

What is the actual content of this file, could you upload it?
  /var/lib/dpkg/info/libisccc140:armhf.triggers

After saving that file (it might be regenerated), you could try re-installing 
the package if this error was a one off?
  $ apt install --reinstall libisccc140

Does that work and resolve it or does the issue persist?

For reference here what I have in this file:
  $ cat /var/lib/dpkg/info/libisccc140\:amd64.triggers 
# Triggers added by dh_makeshlibs
activate-noawait ldconfig
