Public bug reported:

When I hit the super key or move to the top left corner, I do not get
appropriate scaling of the windows.

1) The release of Ubuntu you are using, via 'lsb_release -rd' or System
-> About Ubuntu

Description: Ubuntu Disco Dingo (development branch)
Release: 19.04

Updated as of today.

2) The version of the package you are using, via 'apt-cache policy
pkgname' or by checking in Software Center

gnome-shell:
  Installed: 3.32.0-1ubuntu1
  Candidate: 3.32.0-1ubuntu1
  Version table:
 *** 3.32.0-1ubuntu1 500
        500 http://ca.archive.ubuntu.com/ubuntu disco/main amd64 Packages
        100 /var/lib/dpkg/status

3) What you expected to happen

For all programs to scale appropriately when I click on the super key or
go to the top left corner

4) What happened instead

Some programs scale. most do not. Windows that do not scale are also not
selectable and can only be switched to using alt-tab. Below is the
result of `journalctl -f /usr/bin/gnome-shell`
