I can confirm this to be true in the 3.40-3 version which specifically
had a change from Debian:

  * MIME-type information was added in mtpaint.desktop (Closes:
#774502).

That said, imagining an SRU for so small and so easy a change is
unlikely, so we'll likely not see this fixed in any released versions of
*buntu.

Furthermore, the primary maintainers of LXDE, the Lubuntu team, have
moved on to LXQt as of 18.10 and with it a whole different set of apps.
The last version of Lubuntu with mtpaint in it was 18.04 which will be
supported until April 2021.

Additionally, it seems that mtpaint hasn't been updated in years (2 or 7
depending on where you're looking). I'd pretty much call it dead.
Therefore, I would really suggest looking into some other option for
your needs.
