Happened to my Lenovo ThinkPad X220.  Yesterday I was playing Factorio,
with the laptop fan spinning full-throttle, and intel_powerclamp started
idle injection, which, ok, fair enough.  Factorio is very CPU hungry and
this laptop model is like 6 years old.

What is a problem is that today I'm not playing Factorio, the CPU
temperature is at 45 degrees, the fan is idle, and yet powerclamp is
still doing the idle injection schtick.  Loadavg over 5, kinject_idle at
50-60% on all four threads (this is a dualcore system with
hyperthreading), everything is painfully laggy.

Rebooting fixed everything (until next time, I suppose).
