Current (2019-03-21) stable Perl version seems to be 5.28.1, which seems to be the Perl version for Ubuntu 19.04, but I would like to suggest looking into this sooner rather than later. The latexmk version history at http://personal.psu.edu/jcc8//software /latexmk-jcc/versions.html shows that version V. 4.54 dated 20 November 2017 addresses this problem, with V. 4.54c dated 12 December 2017 adding a fix regarding this for older Perl installations. The current version seems to be V. 4.63b dated 17 March 2019. Upgrading to a newer version latexmk could perhaps be considered.
