Public bug reported: On a clean Disco install by default we get the desktop icons, but the extension appears as disabled in gnome-tweaks: the setting is not consistent with the actual observed behavior.
It seems that the extension "switch" in gnome-tweaks has no effect: even when turned off changing the extension settings (by clicking on the gear icon) does change which icons are shown on the desktop. This also means that the extension can't be fully disabled, removing all the desktop icons. Note that turning off the "personal folder" and "trash" icons is not enough: the contents of ~/Desktop are still shown. Uninstalling gnome-shell-extension-desktop-icons is not an option, as it is a dependency of ubuntu-desktop-minimal.
