You can use the network.trr.bootstrapAddress pref to set the IP of the DoH service you want to use. I've even redownloaded that 65.0b8 meta and turned off updating to ensure my variables are not changing. DNS servers are the same. Hopefully like last time the issue will spring up when I mention it.
