JoshBlacker: They are related but they are not the same. The bug 149972 is reporting that the visual effects tab is buggy: the OK button does not do anything and the only way to get rid of it is to press the X.
This bug does is concerned with the fact there is a whole page devoted to desktop effects and all the radio buttons are active and waiting to be clicked, when in fact visual effects will not work.
