I can build the mainline 4.20.3 kernel locally if I set "do_dkms_nvidia
= false" in its 0001-base-packaging.patch.

Why would we even want to build the nvidia driver for recent kernels?
Even the most up-to-date nvidia drivers rarely compile for -rc kernels,
and ubuntu typically has an older version of the nvidia driver anyway
(currently nvidia-390 from last August), so kernel build failure seems
highly likely to occur if it relies on the nvidia driver building
successfully.
