So, when I trried to issue that command I received a message that fmtutil-sys could not be found. So, I looked in the Debian packages and found that it's part of texlive-base-bin, which wasn't installed. When I installed it everything was fixed. So, it seems that there is a dependency problem in ubuntu: texlive-base-bin apparently doesn't get installed prior to the language packs.
