Confirmed again, it doesn't seem to always be 7 changes though, but it's always somewhere around that number.
I can reproduce it by rolling over the min/max/close button or by changing the title by switching tabs. It does seem to be limited to maxamized windows though. It only happens in visual effects settings above but not including None. It sometimes partially draws the titlebar, maybe the icon in the upper right, or some streaks of color near the bottom.
