On a Thinkpad R61 this bug happens exactly as reported in the bug
description (the "what works" and "what doesn't work" are the same).

However removing the script /usr/lib/hal/scripts/hal-system-lcd-get-brightness 
does not seem to help. 
After the script is removed pressing the Fn+keys to raise and lower the 
brightness while in the gnome session has no effect on actual brightness.
Also removing this script prevents the brightness to be changed even when 
moving to a console with CTRL+ALT+n, which works if the script is present.

Finally the solution reported in the comment by Mingming to write to
/sys/class/backlight/acpi_video0/brightness doesn't have any effect on
brightness and neither /sys/class/backlight/acpi_video0/brightness nor
/sys/class/backlight/acpi_video0/brightness report the actual brightness
value.
