We also needed pgpool2 in bionic so I decided to try to compile it from the 18.10 source package found here:
https://packages.ubuntu.com/source/cosmic/pgpool2 It compiled without any issues, built into 4 binary debs, which I installed on 18.04 It works well, I think these packages should be built on 18.04 and pushed into backports.
