I'm seeing this same issue. The dock disappears after the machine turns off the monitor after 5 minutes of inactivity. I don't have hibernate or suspend enabled. Per Daniel's suggestion, I ran gnome-tweaks and enabled the Ubuntu Dock extension...
Other symptoms - the dock reappears after logging out and logging back in (without rebooting). Reboot has the same effect.
