After 9 months, all of the build-dependencies of this package have
transitioned to libssl-dev and are again coinstallable, but the
libdigidocpp source is not compatible with OpenSSL 1.1 so the package
still fails to build as seen at
<https://launchpad.net/ubuntu/+source/libdigidocpp/0.3.0-0ubuntu16/+build/15587796>.

Since no one has responded to this bug in 9 months, and it is now clear
that this is a sourceful bug in libdigidocpp and not just a problem of
its build-dependencies needing porting to OpenSSL 1.1, I'm going to go
ahead and remove this package from disco.
