Public bug reported: [Impact] Ubuntu OpenStack has dual py2 and py3 support for Rocky packages. This means the dashboard packages must depend on the horizon py3 alternative in order to successfully install.
[Test Case] Deploy openstack, install octavia-dashboard on horizon node, and manually verify that octavia's dashboard works.
