I cannot reproduce this on the latest image of Lubuntu 18.10 with lxqt-
panel 0.13.0-0ubuntu5. Is this on a fresh install? What versions are we
talking about here?
Are you sure you aren't dealing with some sort of resource issue? Maybe
some other sort of hardware problem? Does `xclock -d -update 1` produce
the same or different results?
