I've still been unable to reproduce this locally.

Selected 'Install Ubuntu' at BIOS boot screen.  Installed a full disk
install.  Clicked button to restart; was shown the plymouth splash
screen, with the message to remove media and press enter.

VM is booted under virt-manager using the attached libvirt definition.
