@Eric : The server was installed with a 4.15.0-34.37 kernel from a corporate OS image, and linux-cloud-tools-common package was also in version 4.15.0-34.37. All packages where in state "ii".
I dist-upgrade the server with APT (to version 4.15.0-36.39) and only downgrade the linux-cloud-tools-common package in order to only let unattended-upgrades try to upgrade the linux-cloud-tools-common package and have simpler unattended-upgrades logs to analyze. Upgrading the linux-cloud-tools-common simultaneously with the other kernel packages leeds to the same result. Also, all packages where in state "ii" before running unattended- upgrades.
