In the case of LTS releases, the idea is that the package set is stable in the sense that new problems or issues in the form of changes are introduced.
The majority of packages in a stable release therefore remain unchanged throughout the relase's lifespan. Critical bugs or security issues may be fixed in the form of small patches which adress that particular issue.
