I may have misidentified the affected package.

Further testing indicates that while the USB adapter works fine in all
three USB-C ports under Windows, the connection problem I've reported
above appears only when I use either of the two USB-C ports (described
as USB Type-C/Thunderbolt 3/Power (DC) input combo port by Asus), but
not when I use the remaining port (described as USB Type-C/Power (DC)
input combo port).

Thus, in the Thunderbolt 3-capable ports, under Ubuntu, it doesn't work.
In the non-Thunderbolt-port it does work:
