[Impact]
Newer revisions of hns3 support toggling the rx-vlan-filter feature, but the
driver does not allow it.
[Test Case]
Currently the command:
$ sudo strace ethtool -K <hns3-dev> rx-vlan-filter off
reports:
Could not change any device features
Even on hardware that supports this feature.

Apply this upstream commit:

I've regression tested on hns3 hardware that does not support this feature, and
it worked as it should.
