Public bug reported:

When I'm looking for bug reports that are relevant to my problems, I
tend to find tons of bug reports dating back several years.   Typically,
somebody is reporting some obscure installation problem, somebody else
commented "that's funny, did you try this?", and the bug report then
lies fallow since Breezy.  I guess this partly explains why there are
~10 000 "new" bug reports in the database?

Who - if anybody - is responsible for dealing with, respondig to, and
closing bug reports?  I usually file reports when I encounter a problem,
but Launchpad is feeling more and more like a black hole where bug
reports go in, but nothing ever comes out of it.
