I've been testing out the Kubuntu 18.04.1 Desktop Environment on another
machine.

After watching this video, I was able to configure a taskbar with hover-scroll:

As a matter of fact, I was able to produce a "launcher bar" that was
more like Unity than the Ubuntu team was capable of providing via GNOME
in their 18.04 release!

Getting features into GNOME is like pulling teeth and I'm noticing that
such features are already available in KDE through right-click context-
menus.
