I've been testing out the Kubuntu 18.04.1 Desktop Environment on another machine.
After watching this video, I was able to configure a taskbar with hover-scroll: https://www.youtube.com/watch?v=LtE3XlloLxU As a matter of fact, I was able to produce a "launcher bar" that was more like Unity than the Ubuntu team was capable of providing via GNOME in their 18.04 release!
