The workaround for now is to use curl to fetch the keys instead:

$ curl -fsSL 
"https://keyserver.ubuntu.com/pks/lookup?op=get&options=mr&search=0x2EE0EA64E40A89B84B2DF73499E82A75642AC823";
 | gpg --import
gpg: key 99E82A75642AC823: public key "sbt build tool <scala...@gmail.com>" 
imported
gpg: Total number processed: 1
gpg: imported: 1
