Ubuntu Software uses appstream data to list available applications, as opposed to synaptic which is a plain package management GUI (it doesn't make a distinction between applications and other types of packages).
In Ubuntu 18.04, Font Manager is listed in Ubuntu Software, because the upstream project added appstream data in a recent release (https://github.com/FontManager/master/commit/36e20510955a2ddc34bebbfc7f1db3f0fd6c695e).
