This is also appeared on Ubuntu 18.04.1 TLE (64-bit). After upgrading 64-bit OS from Ubuntu 16.04 TLE to Ubuntu 18.04.1TLE, my pc cannot authenticate with WPA/PEAP/MSCHAPV2/no certificate. It also appeared the login popup without any connection.
