Binary package hint: ubiquity-frontend-gtk

When installing without a network availabe somewhere between the 80-95%
install mark the install pauses awaiting user input to disable
repos(security etc). When I logged in after the finishing the install
all repos were disable not just the security ones. This should not
happen for two reasons.

Users should not be asked to disable their updates(repos). Re-enabling
these is something a new user will most likely not know how to do. This
may prevent them from receiving important system updates.

Second asking this in the middle of installing is the wrong place to do
it. We should probably not disable them at all but if you need to the
question should be upfront with the rest of the installation questions.
