@bigrock That is simply not true. This bug report as well as #1780683 (a duplicate of this bug) shows the installation media as 'Ubuntu 18.04 LTS "Bionic Beaver"', which indicates these are fresh installs.
The bug is in the erroneous packaging of the GIMP 2.10 package in the PPA used. It is a packaging conflict with the gimp-plugin-registry package in the repo which is happening when not removed prior to installing the package via the PPA referenced here: https://www.omgubuntu.co.uk/2018/05/gimp-2-10-ubuntu-download Basically, people aren't following the instruction to uninstall GIMP 2.8 prior to installing GIMP 2.10, which the PPA owner could easily force by including the lines in the debian/control file I mentioned in comment #3 above. Unfortunately, there's no way to file a bug against the package in the PPA which is the real culprit here.
