I am experiencing the same problem on a Dell XPS 9550 with a GTX 960M.

I just upgraded from 16.04 where prime-select was able to power the
graphics card down with bbswitch.

Strangely enough even nouveau is perfectly capable of powering down the
card if it does not have nouveau.run-pm=0 which disables the power
management feature.

Sadly this is in the grub config generated by prime-select intel.

For now i have removed the nvidia proprietary drivers to get back decent
battery life.
