I ran into the same bug (30 sec boot delay) running Bionic with Mate desktop.
The following steps solved the problem for now: 1. Edit /etc/initramfs-tools/conf.d/resume 2. Change as follows: RESUME=none 3. Run sudo update-initramfs -u 4.
