A. The following workaround is working 1. Open a terminal 2. Enter $ LANG=en_US.UTF-8 audacity
B. Also, as mentioned in the link http://ubuntuforums.org/archive/index.php/t-302416.html; if we change the language to Enlish(USA) and reinstall the audacity it is working fine. I can see the menu in audacity C. With Ubutnu 7.10, their is no problem i can get the menu in audacity 1.3 So, the issue is closed here.
