  To a naive user (like me) the following should not happen. I get a
  suggestion to install an already-installed package. ie, installing the
  package does not make a difference:
  
- [~/]$ pip3
- The program 'pip3' is currently not installed. You can install it by typing:
- sudo apt install python3-pip
- [~/]$ sudo apt install python3-pip
- wipe your finger across the fingerprint reader
- Reading package lists... Done
- Building dependency tree       
- Reading state information... Done
- python3-pip is already the newest version (9.0.1-2).
- 0 upgraded, 0 newly installed, 0 to remove and 0 not upgraded.
