I had a problem in Feisty (still present in Gutsy): my /etc/hdparm/hdparm.conf wasn't executed at startup. I had to do sudo update-rc.d hdparm defaults to make /etc/init.d/hdparm be run at each startup. Don't know if it's a bug, but when there is a file called /etc/hdparm/hdparm.conf, I expect it to work..
