I've just dup'ed another bug onto this.
But I can't see yet how this would happen.

The file is of mysql-common:
$ dpkg -S /usr/share/mysql-common/configure-symlinks

And this is a dependency.

Pre-Depends: adduser (>= 3.40), debconf, mysql-common (>= 5.5)

I thought that (unless you go through extra steps) they would be
unpacked in dependency order and then should be available at the time
needed - odd ...
