I experienced the same issue on my ThinkPad T450s running Kubuntu 18.04 (two-finger scrolling stops working after opening the lid and resuming). Adding kernel parameter "psmouse.synaptics_intertouch=0" as described above solved the issue for me (a big THANK YOU!).
