Affects Lubuntu Cosmic.
Previous versions of Lubuntu contain xserver-xorg-input-synaptics that
brings synclient and other tools that are useful to manage the touchpad.
Please add it to a meta package, for example to lubuntu-desktop (or
maybe to lubuntu-core).
