I had a similar problem the other day when I loaded for my son a "Cat in the Hat" CD under Ubuntu instead of Windows. Grey, like you, I first pondered the hassle of reinstalling. But instead I noticed and error message hinted that metacity wasn't running. Try:
sudo metacity or metacity in a terminal. The borders were restored, no problem. Several boots later everything still looks to be running fine.
