Public bug reported:

This USB has already successfully installed Ubuntu alongside another
Windows 10 install, but this time it crashed. Since I noticed a problem
with the latest grub update this morning, I tried this both with and
without a network connection (to use older version of grub if possible).
Both fail the same way.

The version being installed is 18.04; the USB drive was created with dd
from the install ISO.
