Public bug reported:
Fresh install (not upgrade) of 18.04. Using MaaS to deploy KVM VMs. When VM
tries to PXE boot it does not work, reporting correct MAC and "No configuration
method succeeded (http://ipxe.org/040ee119) No more network devices
Tehn I press ctrl-alt-del in VM console and PXE works ok. Repeated many times,
always the same, first boot does not work, after pressing ctrl-alt-del PXE
works.
