Assumedly, so. This is definitely a kernel packaging issue. I think a good fix would be to dynamically affix the value to CONFIG_IDE_MAX_HWIFS depending on the devices found (i.e., on-board = 4, PCI card = 4, etc. for a running total of 8 supported slots in my case). Or, they could just figure out a better way that I can't come up with at the moment.
