I have the same problem on the Dell Optiplex G240 here. The system stops shutting down and shows this:
NetworkManager: <WARN> nm_hal_deinit(): libhal shutdown failed - connection is closed as the last message on the screen. If I hit ESC it will reboot. It is important to note that of the 3 (different) PCs I have installed Ubuntu on this is the only one with this problem. Dunno what makes this one so different.
