I had the same problem today for the version 0.99.7.1-5ubuntu1.

 I left the upgrade unattended and did not intervene with it. Because of
the a lot of other packages could not be installed: login, base-files,
bash, passwd, adduser, fuse-utils, ssl-cert, cupsys, dbus. In the end
the update manager crashed leaving a half installed system. I could
manage running "apt-get update" and "dpkg-configure -a", but had to deal
with some further problems because of the crashed update manager, like
switching /sbin/update-grup to /usr/sbin/update-grup in /etc/kernel-
img.conf and removing emvs from my system by hand and /dev/null
problems.
