I finally got this fixed, by deleting almost every hidden file and folder in my home folder.
This situation has recurred 3 times in the last 4 months. I think it happens after opening Chromium with temporary profile (in order to log into a different gmail account). It seems like after I do that a few times, Chromium becomes corrupted in the manner described in this bug report.
